Church discipline is first of all a private, a one on one correction. If the offending person is consistently unrepentant, Christ lists two other steps to take. If any Christian sees another Christian sinning then they are responsible to act upon the teachings of this verse and go try to win the sinning brother to repentance. If the offending person is repentant because of a private confrontation then DO NOT BRING IT UP PUBLICLY.
