Peter directs this letter to "the elect exiles". The debate of "election" continues among followers of Jesus. It is not a theological concept we can ignore as we find this principle all through Scripture. However, it is also not something that should divide brothers in Christ so violently. Peter actually uses this as a term of encouragement.
